3.1 Applicants for construction bids are qualified with Grade 3 or above in general contracting of housing construction projects, and have corresponding construction capabilities in terms of personnel, equipment, and funds. Among them, the bidder plans to assign the project manager to be qualified as a secondary construction engineer of construction engineering and the above qualifications and an effective safety production evaluation certificate, and has not served as a project manager for other projects under construction.
