Lack of recognition

Regardless of the collection of LED bulb standards by the Ministry of Industry and Information Technology, the revised plan issued by the National Standards Commission aims to standardize the market, improve product quality and market competitiveness, and fill the current standard gap in LED.

However, it can be seen from the "Notice" issued by the National Standards Committee that the completion time of the "Energy Efficiency Limit Value and Energy Efficiency Rating for LED Lighting for General Lighting" is in 2015, and the rest of the completion time is in 2013-2014, covering LED modules. , LED stage lights and many other areas that have not been standardized before.

However, if a new test method is implemented, the long-term data statistics must be used to find the correspondence between the accelerated aging test and normal lighting. If the life time is set to 35,000 hours, then the test time is at least 4 years or even more. Long. Therefore, it is difficult to get approval from the industry to propose an evaluation method for accelerating aging tests.

According to national regulations, national standards and standards have been managed by the standards committee, but in fact the standards committee itself does not have the ability to set standards, so they generally choose to send the standard setting tasks to various standardization institutes, quality testing centers, laboratories. At the same time, enterprises can also apply for standard projects, as long as they are approved by the National Standards Committee. However, it is difficult to find a leading company in a certain sub-sector, and the industry standards for the application for it can be recognized by the whole industry. For the standards developed by the institute, the company will label it as “unrealistic”.

Multiple standards "fighting"

After years of development, the LED industry has only improved a bit in outdoor lighting and commercial lighting.

On October 1, 2012, the state banned more than 100W incandescent lamps, indirectly providing market space for LED bulbs, but in fact the role played is not obvious. Therefore, in the past, most LED lighting companies set their own target markets overseas or help foreign OEMs. "We only need to consider foreign certification, we have no concern about the national standard." An LED lighting export business owner said. For export-oriented enterprises, regardless of national standards, standards, and landmarks, they cannot be restricted. They are more concerned with export certifications such as UL, CE, and ROHS.

In fact, in addition to the government-led LED industry standards we have seen, local governments have been actively leading local standards in the past few years.

In January 2012, the Guangdong Provincial Quality Supervision Bureau and the Guangdong Provincial Science and Technology Department jointly issued the “LED Lighting Industry Standard System Planning and Roadmap”, and planned to complete the revision of 87 local standards in Guangdong Province within three years. After the road map was released, the Guangdong Provincial Institute of Standardization took the lead in cooperating with 15 enterprises and institutions to establish a LED lighting standard technology alliance to jointly promote the planning and implementation of the industry standard system. On July 1, 2009, the local standard “Guangdong Province LED Street Light Local Standard”, which was first formulated in Guangzhou, was officially launched.

On May 6, 2010, Jiangxi Provincial Quality Supervision Bureau organized relevant experts in the province to draft "LED Tube Lights for Indoor Lighting" and "LED Bulbs for Indoor Lighting" drafted by Jiangxi Lianchuang Optoelectronics Technology Co., Ltd. and other units. Local standards are reviewed and eventually passed and published as recommended provincial standards.

According to the completion plan of the 2012 Guangdong LED Lighting Industry Local Standard Pre-establishment Project, all 87 standards will be completed by the end of 2013, and more than half of them will be completed by June 2012. That is to say, next year, LED companies in Guangzhou, regardless of the type of lamps they produce, basically have standards to follow, but there will be multiple standards of "flags" in the standard and landmarks.

Standard implementation is difficult

At present, the national standards for LEDs are roughly divided into two types, one is mandatory, but all relevant provisions concerning the personal safety of users are included in the scope of compulsory certification; the other is non-mandatory standards, which is often said. CQC certification standards, companies can selectively authenticate.

It can be seen from the "Notice" issued by the National Standards Committee that in addition to the "energy efficiency limit value and energy efficiency rating of LED spotlights for general lighting", 7 items are mandatory certification outdoor, and all others are non-mandatory standards. Simply put, even if these standards are published, there is no mandatory binding effect on the company.

The reporter visited a number of LED lighting manufacturers to understand that their attitude towards industry standards and local standards has been very embarrassing. On the one hand, they shouted that there is no standard in the industry, which led to the chaos of the LED industry; on the other hand, they did not want the standard to be introduced, especially the low-end manufacturers. Because the introduction of the standard strictly defines whether the product is qualified or not, the consumer has the basis for judging.

In addition, the price of LED lighting products has remained high, and it is also one of the main factors for enterprises to maintain a contradictory mentality.

“We usually do not use the national standard as a reference to produce products, but if the customer is bidding, we can do it, but the price will be higher.” An LED lighting factory owner said.

Obviously, if the market is forced to adopt the national standard, the cost of lighting will increase. Many companies are not willing to actively participate in the formulation and implementation of the national standard in order to seize market share at low prices.

In the moment, regardless of the standard or landmark, most of the time it is only the standard provisions in the special inspection or government tenders of the quality inspection department.

Take the landmarks of Guangzhou Province, few companies strictly enforce it, and more are the basis for the inspection by the Guangzhou Quality Supervision Bureau when it publishes the list of unqualified enterprises.
